Festival Catalogue 2018
For the ABOUT GERMANY section, the Festival invites various actors, initiatives and projects to consider these structural forms of racism and suggest alternative approaches. Each part of this multi-format programme featuring contemporary and historical films and videos, discussions, lectures, a scenic reading and a video workshop has its own creative mind. Over ten filmmakers, curators, NGOs and institutions for whom the diversity of voices in this country is a matter of fundamental importance are taking part in the programme, revealing lines of development and discrimination structures in German society but also successful political intervention.

All spheres of life are becoming measurable. Food, fitness, sleep, education, career – everything has to be calculable, everything is assessed. As we try to manage our lives with the help of technology, tools and tests, we allow ourselves to be watched and monitored. Data is collected, movements are followed, analyses are prepared. Our body is appropriated, our psyche gauged.
But while surveillance is omnipresent and everything is under increasing control, many things in the world appear to have got out of control. New crisis zones are emerging around the globe, conflicts are intensifying, people are forced to flee their homes. World events are beginning to have a direct personal impact, isolationist movements are forming, disputes are becoming increasingly uninhibited. Pressure and challenges are causing discussions to escalate. Differences are being emphasised, boundaries drawn, common ground is being dismissed.

Festival Catalogue 2016
Mexico is currently considered one of the world's most violent countries, especially in relation to the forcible disappearance of individuals. The fight against organised crime and the clashes between rival drug cartels constantly lead to new victims. Violence against women is also on the rise.
The current work of the women directors from Mexico reflects these circumstances. In the various films and documentaries in this section, they address the problems of their country, concentrate on socio-political content and do not shrink from showing the violence and the oppression. Thus they explore their personal and cultural identities against the backdrop of urban and social realities. These themes and their emphases are crucial for the development of new narrative mechanisms and a hybrid film language – as well as for a renewal of feminist discourse in Latin American cinema.

Festival Catalogue 2015
The 2015 festival edition's focus is COMFORT. The desire for comfort or convenience is an understandable human urge, as is the intention to improve your own standard of living and that of your children. But as the gap between rich and poor continues to widen, just 1% of the world population will own 50% of the world's wealth by 2016. The degree to which natural resources are being exploited is similarly dramatic. So what does it all cost ultimately? And who pays for the affluence, the comfort and the good life enjoyed by people living in the better-off societies? Meanwhile, a sense of discomfort with this ongoing consumption is also growing. At the festival, then, the documentary films in particular will be exposing the everyday schizophrenia at length and addressing the existential questions of our time with clarity and compassion.

Festival Catalogue 2014
The reasoning behind the 2014 country focus Turkey is not just the recent rise in the number of internationally successful films made by Turkish women directors taking a look at complex female characters and their everyday life. Also helpful as a guide to programme selection was the special relationship between Germany and Turkey. Cologne alone, for instance, has circa 60,000 inhabitants who either come from Turkey or have Turkish roots. What do we know specifically about our Turkish citizens, male and female? What do the younger generations feel and see when – having grown up in Germany - they return to the land of their ancestors?

Last but not least, the Country Focus also zooms in on the ongoing demonstrations and protest movements organised by Turkish citizens since the end of May 2013 against the authoritarian policies of the governing party in Turkey.

Excesson all channels. Everywhere you look, you are confronted with more and more dramatic facts and figures as to worldwide economic, ecological and social crises. The grossest-possible misuse of resources, an accelerated technological change in all industrial sectors and the all-round digitalisation of everyday life are creating new structures at an ever-faster pace.
It is in this neoliberal climate that the notion of a maximally productive and flexible homo consumericus – and a high degree of self-optimisation – is propagated. A message that applies especially to women: obsessive navel gazing or unreflecting compulsive act?

Reason enough, then, to put Excess in the sights of our Focus section in 2013 – the section of the festival that looks at historical and contemporary films made by women in the filmic, aesthetic and cultural context as well as from the angle of social relevance.

A year after the Arab Spring, the festival is pleased to organise an encounter with women film-makers based in North Africa and the Middle East whose films were made before the actual uprisings.
The women's multi-layered and imaginative analyses of their societies from within offer an intriguing look at areas of conflict and levels of contradiction in the Arab world. What stories do the Arab film-makers have to tell and what are the female characters like?

Nowadays, we are treated to a wealth of information about the current global crises — poverty, environmental destruction and all those finance markets supposedly teetering on the edge of the abyss. Yet the time for far-reaching political change is long overdue. After all, despite the dramatic consequences of a consumerist lifestyle, the goal of non-stop growth continues to be propagated. Natural resources are being wasted as though there were no tomorrow, while the international finance markets seem to operate free of any legal or ethical restraints. Is the public sector today ruled by economic interests and nothing else?

Country Focus: Around the Balkans
With the collapse of socialism as we knew it and the formation of new political systems and countries, the last 20 years have witnessed a dramatic transformation for many states in South-East Europe. The aftermath of the traumatic war in the former Yugoslavia had a significant effect across Europe and it is hardly surprising that it should be now the theme of many films from that area. For film-making in the Balkans has become more than a matter of culture. It is now seen as a profound way of expressing a new identity and acting as a forum for reflection on political events.
In this year's Country Focus, the Dortmund | Cologne International Women's Film Festival provided women film-makers from that part of the world with a broader platform and gave viewers a chance to come into dialogue with the directors themselves.
